Extension Health in All Policies (HiAP)

Extension Health in All Policies (HiAP) is a collaborative approach to improving the health of all people by incorporating health, equity, and sustainability considerations into decision-making across program and Extension policy areas.

The Extension Committee on Organization and Policy (ECOP) action team for Cooperative Extension’s National Framework for Health and Wellness “HiAP Education” priority area developed this course. The vision of the ECOP HiAP Education priority area is a Cooperative Extension System focused on the convergence of health in all decisions that shape the social, economic, and environmental contexts in which people live and visit as a strategy to positively impact population health.


This educational resource aims to build capacity of all Extension professionals to consider health impacts and employ a HiAP approach when making decisions that establish policies and influence outcomes within and across programs. By working from a systems perspective, the HiAP Education action team developed this tool to strengthen Extension’s capacity to impact the culture and context for population health improvement and promote health equity for all people living in America.
